Interactions between Social, Economic and Regulatory Aspects of

Water issues in Australia have been viewed in the context of diminishing and uncertain water security and increasing demand. Managing water demand and expanding existing water supply are priorities for Australian water management institutions. Water prices are rising or set to rise in most parts of the country, there are rebates to households who install water saving devices and appliances, and many water corporations have placed water-use restrictions of varying degrees upon households. At the same time, desalination plants have been built and more are being planned as a means of increasing current water supplies. There is no existing research available to indicate how household water consumption might change with the advent of the extension of water provision, and how supply-side initiatives might interact with demand management policies. The evaluation of potential interactions between demand management strategies (e.g., pricing, regulation, water saving technologies, etc.) and water supply strategies (e.g., recycling and re-use) broadens established approaches in water management which seek to balance supply with demand. A key variable linking supplyand demand-side policies is the public’s perception of the trustworthiness of the management actions of the water supplier, the regulator and other water-users. It is conceivable that trust can operate in a variety of ways to either facilitate or hinder water conservation in households. How trust might operate to influence water-use, household water consumption and public support for the development of new water sources depends upon the focus of trust evaluations (i.e., water manager or water-users) and how serious water shortages are perceived to be. After describing urban water management in the Australian context, we discuss concepts of trust and outline its potential role in understanding household water consumption.
